Experience: Manager/Supervisor The Marine Spill Response Corporation (MSRC) is a private, non-profit, U.S. Coast Guard Classified Oil Spill Removal Organization (OSRO). Formed in 1990, MSRC is the world's largest provider of resources for removing and mitigating oil on the water's surface and offers a full range of oil spill response capabilities intended to help meet the planning criteria of the Oil Pollution Act of 1990. MSRC is offering an immediate opportunity for an Area Response Manager (ARM) based in Long Beach, CA. We are seeking an energetic, resourceful, and qualified individual to work in our Long Beach, CA location. The ARM position is part of the California Leadership team and responsible for ensuring effective and efficient spill response, meeting customer satisfaction expectations, and conducting business in compliance with regulatory requirements and contractual obligations. The ARM is responsible for the operational readiness of sites within the assigned geographical area. Qualifications/Requirements: Bachelor’s degree in environmental, business, or other related discipline preferred. Five, or more, years of progressive experience in oil spill or emergency response with strong project management skills. Leadership and interpersonal skills, and ability to manage and motivate employees individually and as part of a team. Knowledge of oil spill response equipment, deployment techniques and oil spill management, and familiarity with the associated regulatory agencies. Strong organizational skills, including the ability to prioritize. Advanced proficiency with Microsoft Office, including Word, Excel, Teams, and SharePoint. Competent and comfortable communicator, in all modes and across all levels. Key responsibilities of the position include: Management of the assigned site’s resources, equipment, personnel, and contractors to ensure readiness for spill or emergency response on a 24/7/365 basis. Ensure safety protocols are fully embraced at assigned sites, and in support of region goals, and in compliance with all applicable health, safety and environmental laws, regulations, and policies. Provide leadership to assigned site’s Response Supervisors to ensure operational excellence and team building through training, leadership, supervisory responsibilities, and goal setting. Implement and oversee corrective and preventative maintenance programs on MSRC equipment to ensure this equipment, when deployed, will work as designed and to ensure that the equipment is repaired if failures occur. Direct the utilization of spill response resources during spill events, drills, and training, always taking into account safety of personnel, customer satisfaction, budget limitations and efficient use of staff, equipment and contracted services. Implement and support MSRC contracts, maintenance services, response support, and Vessels of Opportunity, ensuring technical needs are met, performance is effectively monitored, and costs are managed within established budgets. Develop relationships with customers, federal, state, and local agencies, contracted Spill Team Area Responders (STARs) and other contractors. Represent MSRC to external constituents and provide subject matter expertise in conjunction with drills, exercises, meetings, functions, community presence and other public affairs events. Support annual budget process for assigned sites by working closely with the Regional Response manager and the Region Controller and monitor monthly budget reports for assigned operational sites. Support the personnel development within the assigned sites, including recruiting, retention, employee development and training. Additional projects as needed.
