Job Description
SUMMARY: Responsible for managing all aspects of marine operations for a specific vessel fleet for various regions, including, but not limited to supervision of fleet employees’ performance and development, vessel equipment maintenance and modification, customer communications and administration of assigned budget(s). GENERAL RESPONSIBILITIES: Serves as primary operations and engineering contact to the customer for the assigned fleet of vessels. Supervises and directs the assigned Port Engineers, Life Cycle Engineer, Port Captain and Property Administrator to ensure execution of timely and cost-effective maintenance, repairs, drydocks, parts inventory, and modification projects. Develops annual Program budgets and forecasts work and funding requirements for the fiscal year including planned, emergent and drydocking costs that may be required throughout the year. Coordinate reviews of monthly budget reports with Contracting Officer and Port Engineers and provide notice to the customer and requests additional funds, when thresholds at/ near completion. Monitors history and pricing for major repair periods (drydocks) and regulatory recommendations/findings. Works with vessel PEs to develop comprehensive technical specifications. Develops operations and engineering procedures and best practices to attain cost savings, improve vessel material condition, and mission readiness. Participate/analyze monthly financial review process. Develops and monitors Extended Service Life plans to retain ship’s systems for the duration of ship’s life. Manages the TRANSALT process and coordinates with engineering, operations, and contracting departments to execute efficiently. Coordinates and updates weekly and monthly engineering and operations discussions and coordinate quarterly operations and engineering reviews with customer, port engineers, and shipboard team to review vessel material condition and performance to address any concerns. Monitors compliance with Regulatory and Class agencies (USCG, USCG, MSC Engineering etc.) and liaises with agencies. Plans and coordinates action items for execution. Qualifications EDUCATION: Bachelor's degree; or a combination of post-high school and equal experience may be substituted for education.. EXPERIENCE: Requires 5-10 years of related marine engineering experience on engines over 11.500 HP as Chief Engineer or First Assistant Engineer, or sailing experience as Captain or Chief Mate on vessels over 4,500 tons. TECHNICAL PROFICIENCY: Proficient in Microsoft Office products, including Excel, Outlook and Word. COMPETENCIES: Ability to communicate effectively verbally and in writing. Ability to establish and maintain effective working relationships with work teams and customers. Ability to prioritize, organize and perform multiple work assignments simultaneously and train and direct the work of others. Ability to develop goals and objectives and effectively manage projects that may vary in nature and scope. Knowledge of and ability to identify safety hazards and necessary safety precautions to establish a safe work environment in accordance with USCG, federal, state and local safety regulations, protocols, and environmental health standards. Knowledge of budgeting and financial management. Knowledge of ABS and USCG rules and regulations. OTHER: Valid Transportation Worker Identification Card (TWIC) from the U.S. Transportation Security Administration (TSA). Eligible for / held recent security clearance. Able to undertake frequent and prolonged travel. JOB SCOPE: Position impacts multiple business units/segments. WORKING CONDITIONS: Works both inside an office environment and also outside in conditions of both high and low temperatures. May be exposed to odors, dust, dirt, mechanical hazards, high noise levels and potentially dangerous equipment. Must be able to crouch and stoop to get into areas with restricted headroom and be able to climb ladders. May require extended use of computer keyboard and viewing of computer monitor and ability to sit for long periods of time.
