SUMMARY: Under direction of senior leadership, responsible for the oversight of a portion of the Crowley Marine Personnel Department to ensure that managed, operated, and owned vessels are crewed in a timely manner with qualified crew as directed by marine operations. This position applies primarily to union crewing. GENERAL RESPONSIBILITIES: Under the direction of senior leadership, manages the crewing team for the marine personnel department - a team of professional and administrative staff responsible for the reliable dispatch of mariners to the Companies maritime assets. Responsible for full performance management, goal setting and supervision of the crewing team under their management. Manages intake requests and dispatch coordination with clients. Is accountable to multiple business unit operational teams or external clients in providing planning for crewing needs, efficient and effective processes for dispatch, mariner travel, promotion, recruiting and interviewing candidates, and other aspects related to the effective supply and care for crew members. Supports the performance management process for mariners working in fleets supported by their crewing staff. Understand union contracts and regulatory requirements to provide guidance and recommendations to subordinates, internal customers, and provide assistance with crew discipline and grievances. Ensures quality of documentation and data entry as entered by crewing staff and accuracy of eligibility reports driving crewing decisions. Provides assistance to marine operations and the labor relations department by providing initial guidance in the event of crew discipline, complaints and/or grievances. Manages the performance of the team for internal and external audits related to Business Unit Management Systems for crewing procedures. Able to make decisions in interpretation and application of collective bargaining agreements or employment agreements and job assignments, when appropriate. Works with senior leadership to develop and execute strategies for effective management of the marine personnel department. Supports the labor relations team as requested, which may include participating in union negotiations, grievance, or safety meetings, issuing progressive discipline, or other tasks as necessary. Must be process oriented and system driven. Qualifications EDUCATION: Bachelor's degree is preferred or equivalent work experience. EXPERIENCE: 3 - 4 years in marine transportation or equivalent experience with exposure to blue collar organized work forces or 1 – 2 years in marine crewing/personnel management. Experience supervising personnel is highly preferred. TECHNICAL PROFICIENCY: Proficient with Microsoft Office products, including Word, PowerPoint, Outlook, and Excel. Ability to work within Nautical Systems, Oracle, Smartsheet, and PowerBI. COMPETENCIES: Ability to communicate effectively verbally and in writing. Ability to establish and maintain effective working relationships. Ability to prioritize, organize, and perform multiple work assignments simultaneously. Ability to mentor, coach, train and/or supervise employees. Ability to make sound decisions within corporate guidelines. OTHER: General knowledge of the maritime licensing and qualification procedures. Must be able to read and interpret regulations and union contracts as needed.
